Abstract

This classroom action research aims to improve students’ learning activity, participation, and learning outcomes in Pancasila and Citizenship Education (PPKn) through the implementation of the Problem Based Learning (PBL) model. The study was conducted in two cycles, each consisting of planning, action, observation, and reflection stages. The subjects were 25 fourth-grade students of SD Inpres 1 Tondo. Data were collected through structured observation, interviews, learning achievement tests, and documentation. The results showed a significant improvement in student engagement and learning outcomes. Learning completeness increased from 40% in the pre-cycle to 72% in cycle I and 92% in cycle II. The average score improved from 65 to 88. Student participation in questioning, discussion, and collaboration activities also increased substantially. These findings indicate that PBL effectively enhances student-centered learning by encouraging critical thinking and active participation. Therefore, PBL is recommended as an innovative instructional strategy to improve the quality of PPKn learning in elementary schools
